Job description
For our client in Rotterdam we are hiring a Senior Contracts Manager.
We are seeking an experienced Senior Contracts Manager to oversee commercial, contractual, and project delivery activities across major construction and engineering projects based in Rotterdam. The ideal candidate will bring a strong Quantity Surveying (QS) background, extensive contracts administration experience, and the ability to manage multiple projects from pre-contract through to final account within a Dutch or EU construction environment.

Key Responsibilities:
Contract Management & Administration
• Lead contractual delivery for major construction projects
• Ensure compliance with Dutch contract law, project governance, and local regulations.
• Review, negotiate, and administer main contracts, subcontracts, and supplier agreements.
• Act as escalation point for contractual claims, disputes, and variations.
• Identify risks and implement mitigation strategies across project lifecycles.
Commercial Management (QS-Focused)
• Oversee cost planning, forecasting, and commercial reporting.
• Manage valuations, applications for payment, and final account settlements.
• Provide detailed cost analysis, budget controls, and commercial intelligence.
• Lead change management including claims, compensation events, and variation orders.
• Benchmark costs and ensure value for money across procurement packages.
Project Delivery & Stakeholder Management
• Work closely with project managers, design teams, and site operations to align delivery and commercial goals.
• Coordinate with Dutch authorities, local subcontractors, and suppliers.
• Lead commercial and progress meetings with clients and partners.
• Maintain site presence to monitor progress, quality, and commercial impacts.
• Drive KPIs around cost, schedule, risk, and contract performance.
Risk, Compliance & Reporting
• Maintain robust contract and commercial records.
• Prepare monthly project performance reports and dashboards.
• Monitor compliance with health & safety, environmental, and quality standards.
• Support audits, procurement processes, and governance reviews.
Your qualifications
Qualifications & Experience:Essential
• 10+ years’ experience in Contracts Management on major projects.
• Strong Quantity Surveying background (Degree in QS, Commercial Management, Civil Engineering, or similar).
• Strong knowledge of NEC, FIDIC, or JCT contracts.
• Experience working on Dutch or EU construction projects.
• Excellent negotiation and stakeholder management skills.
• Ability to work full-time on-site in the Netherlands.
• Demonstrable experience in unit rate contracts specifically in the mechanical / piping and electrical and instrumentation disciplines.
• Strong sub-contractor commercial management experience.
Desirable
• Dutch language skills (advantageous).
• Experience with Dutch supply chain and permitting.
• Professional memberships (RICS, CIOB, CIPS or equivalent).
• Experience in claims preparation and dispute resolution.
• Working knowledge EU Procurement Regulations
