Assist the Project manager in the development and revision of specific site safety programs
Manage the Pillar SHE organization on a daily basis for ECR, reporting through to the CM/PM and SHE manager construction
Make recommendations, promote training, offer advice and liaise with personnel at site level continuingly regarding Safety, Health, and Environmental (SHE) issues
Monitor all matters of Safety & Health training programs which provide a basis for further Safety & Health activities, highlight trends for future actions, and monitor and prepare regular reports of the project PDT’s SHE performance
Attend site regularly to ensure interest and awareness of SHE are maintained, regular safety talks and safety training sessions to the workforce as required by the type of existing work and working environment which exists on site
Carry out regular inspections of the work areas with the respective supervisor and prepare reports. Manage the monitoring of the availability and use of safety PPE and equipment
Carry out safety induction in accordance with company SMS requirements for all new employees of the company and its subcontractors. Ensure compliance with Contractor portal requirements
Disseminate safety information throughout the workplace via bulletin boards, posters, newsletters, etc.
Manage day-to-day safety supervision on site, approve all contractor Risk assessments and other tools &work methodologies, intervention in unsafe acts and conditions
Carry out regular training sessions and ensure that communication meetings are being carried out by supervisors and records are kept
Support the layout of the site relating to constructability, accessibility, traffic management, equipment transportation, lifting strategies, etc.
Keep safety records/documentation of incidents/injuries on the site. Compile reports to the project manager, safety skills updates, and injury data
Monitor activities to ensure that the primary objective is being met and if not ensure corrective action takes place
Liaises closely with the Contractor personnel at the field and Construction site on all SHE matters, ensuring yard/field SHE matters are resolved in a proper and timely manner
Actively participate in Contractor selection (interviews contractor staff to ensure safe work attitude of contract company)
Monitor SHE and procurement work performed by the Contractors and other third-party designers/vendors, providing oversight and guidance, ensuring that all work satisfies Project One specifications and standards
Review all Contractors’ and vendor systems, processes and procedures, SHE Plans, etc. for Safety aspects
Provide project team input into the preparation, review, and approval of Procurement procedures, the Project Supplier List, contractor/vendor pre-qualification, Purchase Requisitions, Invitations to Tender, etc.
Provide input into tender clarification/evaluation, contractor/vendor selection, and contract/purchase order negotiation and placement, ensuring all activities are carried out in accordance with the Client Code of Conduct and SHE standards
Attend all site SHE and Safety Committee meetings
Participate in audits related to the SHE disciplines of the contractors and support audits from outside parties
Maintain a SHE training program for the project
In conjunction with the construction coordinator and supervisor, ensure that records are kept up to date on site of all hazardous substances via Material Safety Data Sheets (MSDS)
Support the SHE manager Construction with monthly reporting of all SHE deliverables and KPI’s for the pillar for Management reporting
Set up and supervise the practical execution of the Overall SHE Plan within this Project Delivery Team (PDT)
In conjunction with the Contractor SHE Manager and Project Manager, ensure that all electrical and plant equipment is inspected and tagged to comply with the relevant Code of Practice and Standards with records kept
Works closely with the Legal Safety Coordinator (Veiligheidscoördinator) for compliance with Temporary and Mobile Worksites regulation
Assist construction supervisors in the incident and accident investigation process and report accordingly
Coordinate attendance by supervisors and other employees at all safety training courses, like VCA
Monitor compliance with all relevant legislative requirements including passage of information regarding amendments/ additions to requirements as they come into effect
Evaluation of method statements, RAMS, safe execution plans, Follow up of environmental monitoring, permit conditions, and SHE&S reporting to the IPMT
Influence all levels of management within the operation in relation to safety performance and feedback to management
Develop and implement safety initiatives to continually improve, achieve and maintain stated safety performance and objectives
Degree qualified and chartered or equivalent in appropriate discipline (mechanical, electromechanical, chemical, etc.)
Safety Advisor Level 1 (Belgian legal certificate)
Valid VCA -VOL diploma
It would be advantageous if Safety Coordinator design and execution level A (Belgian Legal certificate)
More than 15 years’ experience in HSSE roles in Major Construction Projects preferably in Belgium
Sound knowledge of HSSE legislation in Belgium
Fluent Dutch and good English communication skills
Strong planning and organizing ability
High-level HSE qualification
Proven track record of delivering leading SHE performance
Experience managing SHE for construction in Belgium would be a significant advantage, but not essential as long as other mega project work can be demonstrated
