Site Cost Engineer

For one of our customers in Antwerp Belgium, we are in search for a Site Cost Engineer.
The Site Construction Cost Engineer will manage and provide cost engineering services to control the construction costs.
It is expected that regular rapid, transparent communication of project cost at completion, forecasting cash flow requirements, and general reimbursable cost management of the EPCm Contractor(s) is maintained.
Application of cost procedures and work processes for cost control; including monitoring change and their impact, Key Performance Indicator (KPI) reporting.
The Site Cost Engineer works under the guidance of the lead cost engineer of the project.
Assist the Lead cost engineer & site Project Controls Manager in ad hoc project controls duties as required.
Work together with the company construction management team.
Ensure that all construction costs incurred are included in the total project cost and in line with the Work Breakdown Structure, following company Code of Accounts.
Report expenditure and commitments against the approved Control Budget and ensure trends and any forecast impacts are defined and where possible mitigated.
Interface with the EPCm contractor and construction contractors and ensure cost data information and KPIs are being performed in accordance with the contract.
Ensure management of change documentation, whether from EPCm Contractor or internally, is properly completed and cost impacts are defined and mitigated where possible.
Support the auditing efforts by the banker’s engineers chartered by the external financing institutions.
No supervision of staff is expected.

Commissioning Planner

For one of our customers in Belgium we are in search for a Commissioning Planner.
Carry out planning and scheduling functions in accordance with clients' standards.
Job responsibilities are related to the Commissioning Team. Included are analysis and evaluation of proposed project execution, resource requirements and potential impacts to the overall construction and commissioning schedule.

Key Responsibilities and Duties:
Review commissioning project control system including planning, scheduling, and reporting/monitoring.
Plan and provide work direction as required for the preparation of planning and scheduling control systems and other practices to give Commissioning Managers means to evaluate and improve the efficiency of their project execution.
Provide staff guidance to Commissioning Managers in areas of planning and scheduling expertise by analysing and evaluating all pertinent data.
Review and approve the commissioning baseline schedule and the progress measurement system.
Discuss, coördinate, and resolve long term and short-term planning and scheduling problems with personnel throughout the Company and with contractor organizations. Act as a technical consultant when required.
Evaluate/validate the planning and progress information collected from the Commissioning Team and advise management of exceptions to the plan and potential corrective action and/or impact to the project.
Participate in commissioning schedule risk analysis when required.
Ensure contractor compliance with contractual and procedural planning and reporting requirements.
Review and evaluate the effectiveness and appropriateness of planning and scheduling information collected from Commissioning Team. Advise of significant exceptions and recommend corrective actions.
Provide Commissioning Team input to the consolidated Project progress reports and schedules.
Collect lessons learned during execution to be reported in the project closure report.

Site Piping Engineer

For one of our customers in Belgium we are in search for a Site Piping Engineer.
Support the Engineering Manager in the performance of his/her duties, deputising as required.
Ensuring the facilities are designed, built and commissioned in compliance with all relevant statutory and project regulations.
Liaise closely with the EPC Contractor personnel at the Module Fabrication Yard(s) and Construction Site on all Piping Engineering matters, ensuring yard/field technical queries are resolved in a proper and timely manner.
Monitor all Piping Engineering design and procurement work performed by the EPC Contractors and other third party designers/vendors, providing oversight and guidance, ensuring that all work satisfies clients’ specifications and standards.
Ensure detailed review of all EPC Contractors’ and vendor systems, processes and procedures, including PEPs, Quality Plans, etc for Piping aspects.
Provide Piping Engineering input into the preparation, review and approval of Procurement procedures, the Project Supplier List, contractor/vendor pre-qualification, Purchase Requisitions, Invitations to Tender, etc.
Lead audits related to the Piping discipline of the EPC contractors and support audits from outside parties.
Support the QA Manager in resolving Piping Engineering non-conformances, concession requests, etc.
Support precommissioning and commissioning, etc. as required.
Manage the relevant interface(s) with stakeholders, ensuring the operations function is well prepared for eventual project ownership, including the timely handover of the agreed Piping Engineering deliverables to support training, operations and maintenance procedure development, Maintenance Management System population, etc.

QA/QC Manager

For our client in Antwerp we are hiring a QA/QC Manager.
The Quality Assurance Manager will be the linchpin in our efforts to ensure that all project phases meet the highest quality standards while complying with local Belgian laws, regulations and industry best practices.
This pivotal role encompasses the leadership of the QA function, ensuring that the EPCM contractor fulfills all aspects of their role effectively and that our project documentation is audit-ready for a successful facility startup. The Quality Assurance Manager will be responsible for monitoring, steering, and coaching the EPCM contractor to ensure compliance on three critical fronts:
technical, regulatory, and documentation.
This role demands an individual who can guide the project team to adhere to technical specifications, regulatory requirements, and construction databook standards.

Key Responsibilities:
Review and approve the quality standards, procedures, and documentation prepared by the EPCM contractor to ensure they meet company and project specifications and regulatory compliance.
Oversee the overall quality management strategy within the Project Delivery Team (PDT), ensuring alignment with project objectives and quality standards.
Develop and enforce a comprehensive quality management system that aligns with Belgian legislation, industry regulations, and international standards.
Closely monitor the EPCM contractor’s adherence to the established quality assurance processes and contractual terms throughout the engineering and construction phases.
Conduct rigorous audits of the project documentation to ensure readiness for various stages of the project lifecycle, particularly for facility startup.
Maintain proactive engagement with local regulatory authorities to ensure full compliance with current and forthcoming legal requirements.
Lead and mentor the QA team, fostering a culture of continuous improvement and high quality standards in all project activities.
Execute systematic quality audits, implement strategic reviews, and supervise inspections, driving corrective and preventive actions as needed.
Provide regular reports on quality performance to the project management team, along with strategic input for ongoing quality improvement.
Has intensive contacts with the contractors construction team for preparation, review and timely handover of all required construction data books.
