For a client in Zeeland, we are looking for a QHSE officer.

QUALITY (Q)

• Build, Update & Improve Quality Processes & Documentations of the site

• Implementating & Keeping Up-to-Date the Integrated Management System (IMS) at Site level

• Collaborate with other entities to Harmonize Procedures Documentation

• Participate in ISO Certification (ISO 9001 Quality, ISO 14001 Environment, ISO 45001 Safety)

OPERATIONAL HEALTH, SAFETY & ENVIRONMENT (HSE)

• Contribute to the Development and Maintenance of the Health and Safety Management System for the Company, implement Safety Programs.

• Train Employees on Safety Protocols and Procedures to raise Safety Culture at higher level.

• Educate, Supervise & Assist the HSE Officers (Yard, Projects) in their daily Duties (Work Permits, Risk Analysis, Simops, Walktrhough Rounds, Anomalies Reporting…)

• Ensure that Careful Job Preparation, Risk Analysis & Mitigation and Communication are performed by before any & every Operation on Site (including Marine assest)

• Create Content, Process, Guidelines, Safety Flashes, Best Practices (industry oriented)

• Review Safety Observation Cards (QR System) with HSE Officers & Follow Remedy Actions

• Perform Near-Misses/Incidents/Accidents Investigations, provide Reporting & Recommendations to prevent incidents from occuring again.

• Periodic & Random Hazard Hunts on the Yard, Projects, Warehouses & Workshops

• Prepare & Animate Monthly Interactive Toolboxes (Reported Safety Events & Lessons Learned)

• Write & Share Weekly, Monthly and Annual Safety Reports with Analytics (Stats).

COMPLIANCE

• Perform NL/EU Documentary Monitoring for Occupational Health & Safety regulations, Environmental Standards, Waste & Energy Management

• Ensure that Company Policies & Life Saving Rules (LSR) are available, updated, explained and

applied on Site by All Employees (staff, subcontractors, delivery drivers, visitors…).

• Follow-up of Environmental Permits (RUD Zeeland & Rijkswaterstaat)

• Pro-actively update the Risk Inventory & Evaluation (RI&E) as well as Gap Analysis to make sure the site

always provides a Safe & Healthy Working Conditions to All Employees, at All Times.

• Ensure that the Site meets the Prerogatives for Periodic Environmental Permits Inspections, Insurance Inspections, Quality & ISO Audits.

• Stimulate the Energy Saving & Accountable Use of Resources

• Control the Waste Management & Encourage Reductions

• Promote company Core Values (Safety, Teamwork, Responsibility, Integrity, Passion)

EMERGENCY RESPONSE

• Exemplary on the Wearing of Mandatory PPE (Safety Shoes, Gloves, Coverall + Red Helmet)

• Exemplary HSE Behavirour & Educational Attitude towards All Users of the Site

• Maintain Emergency Response Plan updated regarding Yard operations & organization

• Ensure that Safety Equipments are in Good Condition, (re)Certified and Readily Available for Use

• Ensure that Emergency Response Team is Trained, Equiped & Coordinated.

• Organise Periodical Drills with Emergency Response Team Leader

• Participate to Periodic Trainings (BHV & EHBO refreshers) & Quaterly Drills (Fire, Evacuation…)

• Ready to Intervene in the event of an Emergency.

QUALIFICATIONS

• Bachelor of Science Degree in Health and Safety Management, MVK / HVK Safety Science vocational training (or equivalent). HBO program module (RI&E or Specialist Risk & Safety) is a +

• Knowledge of QHSE Best Practice & Legislation (EU, NL)

• Knowledge regarding Insurance obligations would be a +

• Advanced Expertise in Construction, Marine and/or Oil&Gas Project in HSE related matters

• Proven Experience in Offshore and/or Maritime Industry

• Experience in IMS, RI&E, Gap Analysis, Audits & ISO Certification

• Experience in Safety Processes (JRA, PTW, TBT, LMRA, HAZID, HAZOP…)

• Proviciency using Microsoft Office editing tools (Word, Excel, Outlook, Powerpoint, Flow…).
